
Addressing South Africa's Stray Animal Crisis on World Stray Animal Day
FOUR PAWS highlights the pressing issue of stray dogs and cats in South Africa
Cape Town, 19 March 2025 – Global animal welfare organisation FOUR PAWS highlights the pressing issue of stray dogs and cats in South Africa during World Stray Animal Day observed on 04 April. Data published by the State of Pet Homelessness Index estimates that approximately 22% of the country's 18.6 million companion animals are homeless, equating to over 4 million stray pets. A recent census conducted in Langa, Cape Town revealed that nearly 90% of dogs and cats in this township are unsterilised. Without effective sterilisation interventions, one hundred animals and their offspring can produce over 230,000 animals over a 4-year period.
This significant number of stray animals not only raises concerns about animal welfare, but also poses public health risks, including the spread of diseases such as rabies. The situation is exacerbated by challenges such as limited access to affordable veterinary care and a shortage of pet-friendly housing, which contributes to free roaming pets, unwanted pregnancies and litters, as well as possible abandonment and neglect of pets. It is essential for organs of state to work with animal welfare organisations to implement effective, data-driven mass sterilisation programmes.
Conclusive data is required on the quantity of companion animals in South Africa, relevant to effective population management. The publication of credible, verifiable statistics is vital, on which the public, public interest organisations, and organs of state may base their population management intervention strategies.

- Spaying and Neutering Campaigns: Implementing sterilisation programmes to control the pet population and prevent unwanted litters.
- Community Education: Raising awareness about the responsibilities of pet ownership and the benefits of adopting animals from shelters.
- Animal Rescue and Rehabilitation: Supporting rescue organisations and shelters who aim to rescue abandoned animals from the streets, provide medical care, and facilitate adoption into loving homes.
- Collaboration with Government: Working with local, provincial and national government, to develop policies that protect stray animals and promote their welfare.
"Every stray dog and cat deserve a chance at a better life," adds Miles. "Through collective action and compassion, we can make a tangible difference in reducing the number of animals on our streets and improving their quality of life."
